Dear Walter,

At our December dinner meeting, I took the opportunity to acknowledge several individuals for their outstanding contributions to the ASHI NE Chapter.

When I first started going to ASHI meetings about 12 years ago, I noticed there was one guy, who when he stood to offer his thoughts on the subject at hand always seemed to speak with eloquent common sense and always seemed to get right to the heart of the matter. When he sat down, I often said to myself, "Well, there's not much more to say about that! His point of view often carried the day. The Chapter has, for many years, benefited form Bill Sutton's contributions. He served on the Board for approximately 20 years, serving as Secretary, Vice president, and President during that time. He was chairman of seven committees, and a member of at least three others. Bill has been no less active on the national level where he's chaired or co-chaired six committees since 1985 and been a member of at least ten more. He's attended 21 National Conferences. The numbers and the range of interests are inspiring : from ethics, to finance, to education, to long range planning, etc., Bill has volunteered his time to ASHI as few have done. He has set the volunteerism bar very high indeed. Bill is no longer officially on the Chapter Board, but it is rare that he misses a meeting, where his opinion and counsel are not only welcomed but actively solicited. The Chapter could not ask for a more dedicated Member or a better Ambassador to National .For his unflagging participation at the highest levels of this Chapter and ASHI National, I am very pleased to present this award for Outstanding Leadership to Bill Sutton

I think it was Bill Russell who told his Celtic teammates to climb on his back and he'd carry them through the playoffs. ASHI New England has its own Bill Russell in Bob Mulloy. He single-handedly put out the Chapter newsletter for several years saving the Chapter a considerable amount of money in administrative costs. He then stepped up and took over the very important and time consuming role of Education Chairman. This is a critical position in the Chapter as the proceeds from our Educational offerings represent two-thirds of the Chapter's annual income. He took over this position from Jim Orphanos which in itself was a very tough act to follow. Not surprisingly, he's carried us through another year of playoffs, culminating in a third terrific convention and a sell-out seminar on the Standards of Practice. Bob not only arranges for others to speak, but is a regular presenter himself; sometimes even giving talks that he wasn't scheduled to give as he did when one speaker this year didn't show up. When he got the late night call that the speaker was stranded in an airport, Bob got out of bed, got on the Internet and started putting a talk together for the next morning. Whether he comes to a meeting as an attendee or a presenter, Bob always seems just as eager to learn from others as he is willing to teach, and in this regard he personifies the true spirit of a collegial professional society. In recognition of his sustained efforts on behalf of the Chapter, I'm very pleased to present Bob Mulloy with the President's Award which this year includes not only this plaque (that Bob doesn't have any wall space left for), but also includes a much deserved weekend get-away at the Seacrest Resort on the Cape for Bob and his wife Susan. Yes, there is a hot tub. Thanks Bob.

If you haven't checked the State website, there has been a new addition to Massachusetts 266CMR; namely that: "No Member of a professionally recognized society is required to
1. Serve on the Board of Registration for Home Inspectors,
2. Sit in endless meetings of this Board, or
3. Spend hundreds of hours fabricating, revising, explaining, and enforcing the Standards created by this Board."
As you know, however, we are allowed to exceed the Standards and indeed one of our Members has done all of the above. With extraordinary dedication he has taken on the unenviable task of creating and enforcing the Standards of Practice for his peers. Talk about a minefield; trying to protect the Public from a sub-standard inspection, and at the same time protecting the Home Inspector from an unreasonable or unscrupulous Public. Though each of us may disagree with one aspect or another of these regulations, no one can disagree that at the heart of Jack's passion regarding these matters is the commitment to strengthen the integrity and technical expertise of the practitioners of this profession; a commitment that will benefit both Home Inspectors and the Public. Before all this work causes him to become "fully depreciated", we would like him to know his tireless efforts are fully appreciated by presenting the award named after an ASHI Member who was intensely linked with both of these goals. The Mel Chalfen Award is given this year to Jack Digby.

Alot of time and effort is put into the promotion and coordination of all of our dinner meetings, all day seminars, our annual conference and various other events throughout the year. This could not be accomplished with out the services of the executive office and specifically Matt Gatzke. I would like to take this opportunity to present him with the Outstanding Service Award for his outstanding committment of service in the management of the activities of the New England Chapter.

Our January program will be held on Thursday, January 24th at the Piccadilly Pub at the Best Western in Waltham. We will start with a Roundtable Discussion. Our two part educational program will begin with "Home Inspectors, Radon Testing and Closed-House Conditions--Are You On Board?" lead by Chapter member Rob Amaral of US Inspect, LLC. Rob will draw from his personal experience and research conducted while working with real estate professionals finding that most misunderstand radon testing and what the proper conditions are under which to conduct them. Rob will provide an overview of radon, its origins and various forms and address realtor/buyer/seller considerations pertaining to radon and/or its detection and the latest thinking on best practices and methiods of testing and measurement.

"Does it Get Any Worse?" is the name of Jeff May's presentation during which he will discuss the many, varied and scary forms of which mold, mildew and other "crud" can manifest themselves and best be described in reports and what to do about these problems. Jeff, principal scientist at May Indoor Air Investoigations, is an expert on the effects of improper moisture management and resulting mold, mildew and ill effects has generated a growing list of books on the topic, including his latest book, Jeff May's Health Home Tips, due out in 2008. We are also pleased to welcome back to the podium this chapter member for more insight and stories from the field.

In compliance with Article 9.1, of the By-laws of the New England Chapter of American Society of Home Inspectors, the nominating committee has proposed the slate below for election. As provided for in the by- laws, election will be by secret ballot. Candidates receiving a majority of the votes cast shall be declared elected. There is space on the ballot for write-ins. A tie vote shall be decided by drawing of lots.

Ballots can be cast by certified members and candidates members of the New England Chapter of ASHI only. Only ballots with a full ASHI-national membership identification number will count (ASHI- New England staff will verify there are no duplicates, and that dues are paid in full.)

Deadline for receipt of ballot: Monday, January 14, 2008, 4:30 p.m. An announcement of the winner will be made at the Annual Meeting on January 24, 2008 at Picadilly Pub @ Best Western, Waltham, MA.

In the last legislative session in New Hampshire there was a bill that was introduced in the Senate that would establish the licensure and regulation of residential and building inspectors. This bill was referred to the Executive Departments and Administration committee. Several hearings have been held. The committee reported on January 3, 2008 that this bill ought to pass with an amendment. The bill will be brought up in the Senate on January 17, 2008 where it is expected to approve the committee's recommendation.

As the result of over two year's work, the New England Pest Management Association has developed a professional, pest management industry-specific training and registration program for conducting inspections and recommending treatment options for wood destroying insects or W.D.I. This program represents the commencement of the Association's formal training and registration program and is open to all pest management professionals and other real estate inspection professionals interested in earning the registration. The W.D.I. registration is good for three years.

The training program includes 12 hours of classroom instruction and a registration exam. In addition all participants will receive a comprehensive training manual. Upon satisfactory completion of the registration exam, participants will receive a certificate of completion of the W.D.I. training program which is good for 3 years. The program has been improved by the MA Board of Registration for Home Inspectors for 12 CEUs and it has been approved by ASHI for 10 MRCs.

Dr. George Rambo, president of GR Consulting in Central, SC is the lead presenter of the program. Dr. Rambo developed and wrote the training manual that all participants receive.

The ASHI NE Chapter maintains a library of educational books, video tapes and CD's for Chapter members and candidates to utilize for personal and business growth. Those who wish to sign materials out may do so for a fee of $16 per item ($10 per tape) which covers two-way shipping and handling. Library materials may be used for a two week period, beginning on the date of shipment. Those who fail to return library materials on time will be assessed a fine of $1 / day. If the materials are not received back within two months of date of shipping, you will be charged the cost of replacement. To sign materials out, there is a form that is posted on our web site that is to be completed and sent to the executive office. It is always recommended that you call the executive office to check on the availability of an item. Once this form is received, the executive office will ship the items out with a postage paid return envelope. The list of the materials that are currently available in the chapter library is on the web site as well.

The Massachusetts Board of Registration of Home Inspectors holds meetings on a regular basis that are open for home inspectors to attend. These board meetings are usually held at 239 Causeway Street, 2nd Floor, Room 204 in Boston from 10:00 am to 3:00 pm.
